Program background
Improving Waste Policy Implementation in Armenia is a 4-year Program aimed at improving Armenia’s waste management sector capacity to implement more environmentally sound waste management practices through:

  1. Providing technical assistance to RA Government in developing and adopting Extended Producer Responsibility (EPR) legislation for several specific waste streams in line with EU Waste legislation and best practices (Program Component 1);
  2. Providing technical assistance to RA Government in developing a national model on waste source separation and introducing it as a system in a pilot municipality (Program Component 2); 
  3. Building sector capacities to implement Component 1 and Component 2, as well as to scale up the achieved results (Program Component 3). 

The Program supports the implementation of several provisions set in the Comprehensive and Enhanced Partnership Agreement (CEPA) signed between EU and RA, as well as several provisions regarding “Waste management strategy and its implementation action plan” of the RA Government Program for 2021-2026.

The Program’s principal partners and beneficiaries are the RA Ministry of Environment (MoE), RA Ministry of Territorial Administration and Infrastructure (MTAI), and a target municipality to be selected from Kotayk or Gegharkunik provinces. 


Scope of work

Under the supervision of the Program Manager, the PC shall: 

  • Coordinate the day-to-day aspects of the Program activities in all its three Components;
  • Support the Program Manager in performing all key tasks throughout the Program planning and implementation;
  • Together with the Program Manager, maintain the communication between and work with the Steering Board, Program principal beneficiaries and partners, Program Implementation Units, and Program Team, including local and international experts;
  • Support Program Manager to liaise and maintain good relations with all Program stakeholders including civil society, business, government, and experts;
  • Participate in the recruitment of Program staff, subcontractors, and experts, including preparing terms of references; 
  • Work with Program experts and trainers to coordinate and deliver necessary capacity building and trainings to Program team and stakeholders;
  • Support Program Manager to monitor progress and, if needed, suggest revisions on the work plan and Program Outcomes and Outputs, including those to be carried out by Program partners, sub-contractors, and experts;
  • Provide feedback as necessary, and coordinate the work and activities of the Program subcontractors, experts, and team to ensure effective and timely implementation of the Program work-plan;
  • Support Program Manager to assure quality of all interim and final deliverables and perform quality control;
  • Participate in the activities related to the Internal Control Review and Program Audit, including ToR preparation, procurement, organization of bidder conferences, provision of necessary information to auditors, etc.
  • Together with the Program Manager and Administrative Assistant, maintain the Program reporting, including preparation and delivery of Program Inception Report, Semi-annual Progress Reports (Interim Reports), Annual Progress Reports, Annual financial reports, Annual audit reports, Final Report, and other reports upon request from Sida;
  • Coordinate implementation arrangements and needed resources with the Program Grants Manager and financial, accounting and HR and administrative team members on the proper management of funds, including financial control and audit procedures as well as the procurement of goods, works and services in accordance with Sida and AUA guidelines; 
  • Maintain, or as appropriate, supervise the preparation and delivery of key Program documents, including Program Operational Manual, Program Human Rights and Gender Action Plan, Program Monitoring Plan, Program mid-term review, to evaluate the Program results (including gender mainstreaming and HRBA implementation among other aspects), and Post-intervention Program Review;
  • Work with the Program Stakeholder Coordinator to ensure adequate integration of input from all relevant stakeholders and beneficiaries;
  • Other duties and tasks that may be necessary for successful Program implementation.



  • Master’s degree in Environmental Sciences, Economics, Systems Management, Business, or related fields, or in their absence, demonstrated experience/knowledge in the following fields: business process (including waste) management, market system analysis (including value-chain mapping);
  • Preferably, a good understanding of the waste management sector context and structure, waste market systems structure and performance, sub or related sectors;
  • At least 3 years of project assistance experience;
  • Experience in environmental sector related projects or programmes;
  • Outstanding communication, project management and organizational skills; proven experience and technical ability to assist a large project;
  • Strong analytical, reporting and writing skills, including ability to produce high quality practical reports and knowledge products;
  • Effective interpersonal, management and negotiation skills proven through successful interaction with stakeholders, including government officials, regional/local authorities, experts and NGOs/communities;
  • Ability to work effectively under pressure and tight deadlines;
  • Demonstrated ability in team management and collaboration; excellent presentation and facilitation skills; 
  • Fluency in Armenian and English; ability to write clearly and concisely in both languages;
  • Proficiency with standard computer applications;
  • Integrity and ethical standards; positive, with constructive attitude to work; and
  • Be the ultimate responsible for timely and proper completion of all project deliverables.
