Program background

Waste Policy Armenia is a 4-year Program aimed at improving Armenia’s waste management sector capacity to implement more environmentally sound waste management practices through:

  1. Providing technical assistance to RA Ministry of Environment in developing and adopting Extended Producer Responsibility (EPR) legislation for several specific waste streams in line with EU Waste legislation and best practices (Program Component 1);
  2. Providing technical assistance to RA Ministry of Territorial Administration and Infrastructure in developing a national model on waste source separation and introducing it as a system in the town of Sevan (Program Component 2);
  3. Building sector capacities to implement Component 1 and Component 2, as well as to scale up the achieved results (Program Component 3).

The Program supports the implementation of several provisions set in the Comprehensive and Enhanced Partnership Agreement (CEPA) signed between EU and RA, as well as several provisions regarding “Waste management strategy and its implementation action plan” of the RA Government Program for 2021-2026.

 

Scope of work

  • Support developing guidelines for various stakeholder engagement activities;
  • Oversee and provide advice on overall stakeholder engagement with Program stakeholders across national and local authorities, civil society sector, businesses and industry groups, and other relevant parties;
  • Support the Program Manager in facilitating communication, building and maintaining relationships and collaboration between Program stakeholders;
  • Provide monitoring and analyze stakeholder feedback;
  • Provide recommendations on necessary stakeholder engagement activities such as discussions, workshops, seminars, and other activities;
  • Review the planned Program activities for compliance with ongoing government and donor initiatives to avoid overlapping and build synergies;
  • Work with local and international Program experts to support the efforts in Gender and Human Rights mainstreaming and necessary assessments;
  • When necessary attend meetings and events.

 

Qualifications

  • Master’s degree in Environmental Sciences, Political Sciences, Economics, Systems Management, Business, Sociology or related fields, or in their absence, demonstrated experience/knowledge in the related fields;
  • Experience in stakeholder engagement coordination;
  • Experience in developing and successfully implementing stakeholder engagement plans;
  • A clear understanding of issues pertaining to project development and preferably familiarity with the waste management sector major stakeholder groups and recent developments in the sector;
  • Proven ability to work and multi-task under pressure, prepare responses/narrative quickly and clearly and use personal initiative;
  • Familiarity of stakeholder analysis tools;
  • Good interpersonal and networking skills, efficient team player;
  • Strong project management skills; and
  • High level of written and verbal communication skills in English and Armenian.
